Introduction
In view of the rising food expenses, St. James’ Settlement People’s Food Bank introduced “Philanthropic Nutrition Programme” on 1 July 2016 to support infants, children, and elderly persons from grassroots and low-income families, providing them with adequate nutrition for better health.
Purpose of the Service
To support infants, children, and elderly persons from grassroots and low-income families, supplementing nutrition and promoting their health.
• This is a charity project, and the milk powder is mainly by donation.
Service Content
0-6 months
Low-income families 2 cans of formula milk per month
CSSA families 1 can of formula milk per month
SJS will arrange the usual brands, but subject to the stock.
7 months - below 1-year-old
Low-income families 2 cans of formula milk per month
CSSA families 1 can of formula milk per month
Distribution of milk powder is subject to donations in that period and brand cannot be chosen.
1-6 years old
Boxed milk
Elderly
1 can of elderly milk powder
+ 1 pack of oatmeal

In accordance with 55% of Median Monthly Domestic Household Income by Household Size (MMDHI), please refer to the following table:

Referring to the 55% of MMDHI in 2026 Q1, the latest announcement by the Social Welfare Department shall prevail.
Self-occupied properties are excluded from the calculation of household asset.
Application Procedures
Eligible applicants please contact service organisation to make appointment with social workers, or through referral organisations to submit applications.
The application form must be filled out by the referring staff.
Applicants are required to provide proof documents for all household members for eligibility assessment.
- Income and asset assessment are required for application.
- Service period: consecutive 6 months at most. (One-off application only, no extension or reapplication is accepted.)
- One-off application for each child/ elderly recipient, no extension or reapplication is accepted.
- Applicants who were beneficiaries of “Children Milk Powder Sponsor Scheme” or “Nutrition Pack for the Elderly” are not entertained for the programme.
- Service users of “Philanthropic Nutrition Programme” shall not apply for “Short-term Food Assistance” at the same time. Once the circumstance occurs, service provided to the user will be terminated immediately and no reapplication will be accepted.
- St. James’ Settlement People’s Food Bank shall exercise the right of application approval.
Required documents
Before submitting the application, please prepare the following documents:
- All bank books/ bank statements (including balance within 7 days and three months of transactions records).
- Time deposit balance/ statement in recent three months.
- Investments documents (stocks, bonds, funds, savings insurance, etc.).
- Other asset proofs (properties, parking spaces, bank accounts outside Hong Kong, etc.).
Service Exit Procedures
- Applicant will be automatically discharged from the service upon completion of the service period.
- Applicant can visit our centres in person or call the social workers on duty to withdraw the application.
- If the applicant violates any of the terms stated in the “Declaration of the Applicant”, the organisation reserves the right to suspend or terminate the provision of all food assistance services.
