Short-term Food Assistance Service Team

Introduction


The Social Welfare Department funds our organisation to implement short-term food assistance services in Eastern District, Wan Chai District, Central and Western District, Southern District and Islands District, providing support to individuals or families who have difficulty managing daily food expenses.

Purpose of the Service 

  • To provide basic food assistance normally for a period not exceeding 8 weeks.
  • To provide appropriate referral services aimed at alleviating the long‑term financial and welfare needs of families.

Service Content

Free provision of packaged food such as rice, noodles, canned food, etc.

Service Targets

Hong Kong residents who encounter sudden changes and immediate financial hardship local residents, mainly including the following individuals or families:

Low-income earners

Unemployed 

Families encountering sudden changes

New arrivals

Street sleepers

Application Procedures


Applicants can call, make an appointment to meet with the social workers of our service team in person, or apply through their case social worker.

The application form must be filled out by the referring staff.

Applicants are required to provide proof documents for all household members for eligibility assessment.

Required Documents


Hong Kong identity cards/birth certificates of the applicant and family members.

  • Proof of address in the recent three months (e.g., tenancy agreement, utility bills).
  • Tenancy agreement of public housing (The number of household must tally with tenancy agreement).

Proof of household income in recent six months for the applicant and family members (e.g., payslips, salary certificates); if applicants have left the company, please provide proof of resignation.

  • All bank books/ bank statements (including balances within the latest 7 days and half-year transactions records).
  • Time deposit balance/ statement in recent six months.
  • Investments documents (stocks, insurance plan values, etc.).
  • Other asset proofs (properties, parking spaces, bank accounts outside Hong Kong, etc.).

Service Exit Procedures


  • Applicant will be automatically discharged from the service upon completion of the service period.
  • Applicant can visit our centres in person or call the social workers on duty to withdraw the application.
  • If the applicant violates any of the terms stated in the “Declaration of the Applicant”, the service team reserves the right to suspend or terminate the provision of all food assistance services.
